Since the beginning of the Anglophone crisis in Cameroon in October 2016, Paul Biya the President of the Republic has resolved to respond to the solicitations of the plaintiffs. In first place, there was the creation of the Ministry of Decentralization and Local Development during the reorganization of the government that occurred on March 2, 2018. On February 6 and 7, 2019 in the capital Yaoundé, were held the first general meeting of the commune.
Decentralized territorial communities have been placed at the heart of the challenges of local development. The creation of the ministry that presided over these foundations was the fulfillment of Paul Biya's desire to solve the problems related to the crisis. It should be remembered that during his 2017 end-of-year speech, he stated "the consultations I conducted, but also the many opinions and suggestions I received, reinforced my belief that our fellow citizens wish to participate more fully in the management of their affairs, especially at the local level ".
The President of the Republic has also created the National Commission for the Promotion of Bilingualism and Multiculturalism (Cnpbm), now headed by Peter Mafany Musonge. In his address to the youth of the 52nd edition of their party, Paul Biya said that this Commission is there to "tackle the heart of the problem."Since then Peter Mafany Musonge and the other members of the Commission have initiated raids in public administrations and structures to ensure the effectiveness of bilingualism. It should be remembered that, among other things, one of the missions of this structure is to work to promote bilingualism and multiculturalism in Cameroon with a view to maintaining peace and consolidating national unity.
Paul Biya also created the National Disarmament, Demobilization and Reintegration Committee currently headed by Fai Yengo Francis. The structure that began on November 30, 2018, recently held its first meeting to evaluate its work in the field. This Committee is in charge of organizing, supervising and managing the disarmament, demobilization and reintegration of Boko Haram ex-combatants and armed groups from the North-West and South-West wishing to disarm as wanted by the President of the Republic.
Another institutional response of the Head of State is the establishment of an Emergency Humanitarian Assistance Plan.It is June 20, 2018 that the said Plan was launched by Philemon Yang the Prime Minister at that time. The overall cost of the operation is just over 12.7 billion FCFA.On July 13, 2018, the official launch of the distribution of the aid took place. To date, according to the authorities, more than 60,000 people have benefited from these grants.
Paul Biya has also reformed the Supreme Court. The purpose of this action was to ensure respect for Common Law at the Court. There was therefore the creation of the section of the said Common Law in this jurisdiction. There was the promulgation of Law 2017/014 of 12 July 2017 amending certain provisions of the Law of 29 December 2006 on the organization and functioning of the Supreme Court. To these institutional measures should be added the reform of the National School of Administration and Judiciary.
