Cameroon Crisis: the urgency of special measures


This is apparent from the first biannual conference of governors of Regions, held February 14 and 15 in Yaounde.

"The administrative authorities must spare no effort, to ensure, throughout the national territory, the safety of people and their property." This recommendation formulated by Paul Atanga Nji, the Minister of Territorial Administration (Minat), at the first semiannual conference for the year 2019 of the governors of Regions, organized in Yaounde, from 14 to 15 February 2019 under the theme "Administrative authorities and strengthening the security of people and their property", responds to a socio-political context marked by the war against the terrorist sect Boko Haram in the Far North, the Anglophone crisis sprayed with acts of terror perpetrated by separatist forces in the North-West and South-West, and the phenomenon of hostage-taking with ransom demands in Adamaoua.

The Yaoundé meeting had the appearance of a council of war, in view of the presence, alongside the Minat, of several members of the government and authorities in charge of security issues, including Martin Mbarga Nguélé, the delegate general to the National Security, and Emmanuel Nganou Djoumessi of Public Works. All determined to make prevail the republican order and the rule of law, through interventions, the pooling of forces, the reinforcement of the capacities of the forces of the maintenance of the public order and the announced recruitment of 5000 policemen to support the Special Rapid Response Team (ESIR), Etc.

ALARM

Paul Biya had already sounded the alarm on December 31, 2018, during his presentation of New Year's greetings to the Cameroonian nation 2019. "Since security is the sine qua non of civil peace and economic and social progress, it must have priority". "If the call to lay down the weapons that I launched to war contractors remains unanswered, the defense and security forces will be instructed to neutralize them. I am well aware of the desolation that these insurgents inflict on the populations of these regions. This situation can not continue".

In a spirit of national harmony, the President of the Republic decided, in order to avoid the use of extreme measures, to create a "National Committee on Disarmament, Demobilization and Reintegration". This body, under the authority of the Prime Minister, has the mission of organizing, supervising and managing the disarmament, demobilization and reintegration of the ex-combatants of Boko Haram and the armed groups of the North-West and South-West. West willing to respond favorably to the offer of peace made to them. According to the president, this initiative offers "an honorable way out for these ex-combatants as well as a perspective of social reintegration". It should allow a return to calm and a normal life.

VIOLENCE

And yet, the tension in the North West and the South West has not diminished. On the contrary, in recent weeks, these regions have been the scene of violence of a rare intensity. Twelve (12) "light" wounded were registered on 12 February 2019 in Muyuka, during the attack on Southwest Governor Okalia Bilai's convoy heading to Kumba Station, where the district hospital suffered an attack attributed to the separatists, on the night of 10 to 11 February. Attack that killed four people.This is the second time that the delegation of the Governor of Southwest is attacked. The secessionists' first attempt was recorded in April 2018. On July 12, 2018, the procession of the Minister Delegate to the Presidency of the Republic in charge of Defense, Joseph Beti Assomo, was fired on by separatist groups in Kumba, a town located in English speaking area.

An attack also attributed "to the secessionists who attacked the elements of the sweeping patrol of the minister's convoy," reported Colonel Didier Badjeck, head of the communication division at the Ministry of Defense. This other attack left several injured including a journalist from the daily Cameroon tribune who accompanied the ministerial delegation. Six (06) secessionists were neutralized by the Cameroonian defense forces. In the face of these hordes of criminals, the government is starting to react. On the instructions of the Head of State, 130 elements of the polyvalent intervention group of the National Gendarmerie (GPIGN, an elite unit of the gendarmerie specialized in the fight against organized crime and the fight against terrorism) were deployed in the 'Adamaoua shaken by hostage-taking perpetrated by armed men, with a balance of nearly 2 billion FCFA and 8 thousand heads of oxen carried between 2015 and 2018.Despite criminals who would benefit from complicity among the populations who keep the silence for fear of reprisals.
