The Head of State has been in France since yesterday, where he is taking part in the 6th Replenishment Conference of the Global Fund to Fight AIDS, Tuberculosis and Malaria, to be held in Lyon from 9 to 10 October 2019.
"The The participation of the Head of State in this conference is an opportunity for Cameroon to mobilize about 100 billion FCFA, for the period 2021-2023, in favor of the fight against the three diseases ", says the civil cabinet of the presidency of the Republic in a document that 237actu.com has consulted.
For the period 2018-2020, we learn from the site Invest in Cameroon that the Global Fund and the Government of Cameroon have signed four financing agreements with a total budget of 108 billion FCFA. In accordance with the Global Fund's allocation policy, to access the full amount allocated for that period, the country must meet the co-financing requirements.
But, according to the civil cabinet of the Presidency of the Republic of Cameroon, there is, to date, a delay of the Cameroonian government to pay all of its counterpart funds. This delay is all the more worrying as it runs the risk of interruptions of treatments that will have repercussions on the health of populations. These include those who are at high risk, such as women, people living with HIV, and young adolescents. Hence the urgency for the country to honor matching funds (20%).
During his stay, Paul Biya will also present the measures taken by the government to honor its commitments in this area. These include "the creation of a special account at the Beac [Bank of Central African States] to [accommodate] the counterpart funds of the various projects to which Cameroon is committed," reveals the presidency.
According to the same source, the counterpart funds not yet mobilized represent 20 billion FCFA out of an expected amount of 21.6 billion.
According to Etoudi, the United Nations Development Program (UNDP) supports the demand of Cameroonian civil society and is active so that Cameroon can mobilize the necessary resources, says Invest in Cameroon.
Global Fund support for Cameroon since 2003, according to the Investing in Cameroon website, is estimated at CFAF 315.32 billion, through eight AIDS grants, seven for malaria and four for TB.
