Since last year, he has drawn the attention of his staff to the absenteeism of certain agents who strongly gangrene the public service within the Ministry of Communication. Yesterday Friday, January 26, 2018, at the ceremony of presentation of vows for the year 2018 in its ministerial department, Issa Tchiroma warned recalcitrant officials.

"Unfortunately, I was able to see that despite repeated reminders, this imperative is still struggling to get anchored in our ministerial department. In this regard, I would like to remind everyone that the salary received at the end of each month is the reward for work done, and that in the absence of this, no remuneration can be claimed. I therefore take the opportunity of the present meeting, to indicate that we will move from this point of view to a higher speed, to ensure your effective commitment to work and the accomplishment of the tasks entrusted to you. I am already pleased with the results achieved by the consolidation of the balance file, which revealed that out of the 31 persons whose pay was suspended in 2017 due to an irregular absence, 28 could not provide valid justifications for their situation.

Disciplinary files were then opened against the interested parties. Their respective instructions are in progress. In general, these operations allowed the State to save more than 300 million CFA francs on staff costs in our Departmental Department during the period from June to December 2017. I am announcing that this effort will continue to increase during this year, so that our staff will be gradually cleared of those for whom the presence at work is clearly no interest. But on the other hand, we will make sure that those of the personnel who will have distinguished themselves by a perfect quality of work are rewarded accordingly and rightly.

I prescribe in this respect to the chief managers of the structures responsible for the management of bonuses and other specific allowances for their employees, to take into account this discriminating factor - that of quality and performance at work - in devolution. and the distribution of rewards available "said the parton of the Ministry of Communication.

Issa Tchiroma also declared the war against his collaborators who divulge the sensitive information, even secret while they are subject to the obligation of reserve and the obligation of professional discretion. "The second question I would like to raise is that relating to the cardinal duties of the official and, in general, of any public official, in particular as regards the obligation of confidentiality and professional secrecy.

As regards the obligation of reservation, it statutorily restricts the freedom of expression of any public official, including in private spheres, so as to guarantee the neutrality and impartiality of the administration and not to harm the reputation of the said administration. This obligation therefore requires the public official to refrain from reporting his personal opinions on matters relating to his activity and to display behavior that is incompatible with the dignity, impartiality or serenity of his duties. As for professional secrecy, it requires the public official to exercise discretion for the facts, information and documents of which he became aware during the performance of his duties. However, it is increasingly recurrent that many officials and staff of the Ministry of Communication deliberately ignore these two duties. In fact, some of them are no longer bothered to deliver indictments in good standing against public authorities and authorities, and this ostentatiously. For others, it has become commonplace to communicate to the media or to reporters, either information of prime sensitivity, or, even worse, documents of the same type, the facsimiles of which are proudly exhibited in the newspaper pages. , or presented if not completely read, on radio antennas and television sets. Whether it is one of the duties of the official I just mentioned, I would like it to be clear once and for all in the minds of everyone that respect for these duties by any public servant or public official is not an option, but an obligation of which no one can be exonerated, for whatever reason.
