National Dialogue: Paul Biya sealed the door to federalism


In his speech on September 10, 2019, the Head of State listed the topics to be discussed during the national dialogue scheduled for the end of September 2019.

Three years after the serious socio-political crisis that is shaking the northern regions -West and Southwest, President Paul Biya held this September 10, 2019, a speech exclusively devoted to the situation in these two regions.

He finally announced the holding of a national dialogue at the end of this month of September 2019. A consultation that will seek to find definitive solutions to this crisis that has already left more than 2000 dead, according to International Organizations and civil society Cameroonian.

According to Paul Biya, "this great national dialogue will allow us, within the framework of our Constitution, to examine the ways and means to respond to the deep aspirations of the North West and South West populations, but also of all the others. components of our Nation".

It will also focus on themes likely to provide answers to the concerns of the North West and South West populations, as well as those of other regions of our country: "bilingualism, cultural diversity and cohesion the reconstruction and development of conflict-affected areas, the return of refugees and displaced persons, the education and judicial system, decentralization and local development, the demobilization and reintegration of ex-combatants, the role of diaspora in the development of the country, etc., "he said.

If we stick to this issue of the Head of State, it will not matter to talk about federalism during this consultation. And yet, religious leaders such as Cardinal Christian Tumi, political actors and civil society were in favor of a debate on the form of the state and particularly a return to federalism.

In his first-ever tour of the North West and South West regions in May 2019, Prime Minister Joseph Dion Ngute had indicated that the President was ready to "discuss all subjects except the linked to the secession of the country.

But a few days later, in an interview with France 24, the Minister of Territorial Administration, Paul Atanga Nji, had argued that "the form of the state was non-negotiable". Everything suggests that it is the option of "effective decentralization" that is preferred.
